Zone and sector editing for emergency and public safety

Mark a cordon around an incident, divide a search area into sectors and redraw evacuation zones. Adjacent zones share borders, so every line is drawn once.

At a glance

vectorstream is a geometry editor for web maps in which adjacent areas share one stored border. Emergency planners and public safety teams use it to draw evacuation zones, cordons, response areas and search sectors: dividing a search area produces sectors that meet exactly, and moving a zone boundary updates both zones. Zones are exported as GeoJSON for the systems that display or distribute them.

Use cases

Safety work drawn as zones

01

Evacuation and hazard zones

Pre-planned evacuation zones divide a town into areas that can be called separately. They have to cover the town without gaps, and they change when roads or populations change.

  • Move a zone border once for both zones
  • Split a zone when an area grows
  • Merge zones that are always evacuated together
  • Label zones with text labels
  • Import existing zones with a geometry check
02

Cordons around an incident

An incident needs an inner and an outer cordon, drawn quickly and adjusted as information arrives. A circle around the incident point gives a fast first cordon, which is redrawn as a polygon once the ground is known.

  • Draw a circle around the incident point
  • Mark the incident and resources with markers
  • Snap cordon corners to existing zone corners
  • Undo a revision back to the exact previous cordon
03

Search sectors

Search areas are divided into sectors so that each team has a defined patch. Sectors that share borders leave no unsearched strip between them and no strip that is searched twice.

  • Split a search area into sectors
  • Trace sector lines along existing borders
  • Lasso-select several sectors at once
  • Export sectors as GeoJSON for team briefings

Why topology

Why zone maps need shared borders

No strip left between sectors

When sectors are drawn as separate shapes, a thin strip between two of them can be missed by both teams. A shared border makes the line between two sectors a single line.

Fast changes, safe reversal

Plans change during an incident. Exact undo restores the previous layout, including every adjacent zone, so a wrong edit costs one step back and nothing more.

Fits existing incident maps

Incident and planning maps are built on different web map libraries. vectorstream adds the same editing core to Leaflet, OpenLayers and MapLibre GL.

How it works

How a planning cell uses it

  1. Step 01

    Load the planning zones

Import pre-planned zones and response areas as GeoJSON.

  2. Step 02

    Draw the incident layout

Place the incident marker, a first cordon circle and the affected zones.

  3. Step 03

    Divide and adjust

Split the search area into sectors and move zone borders as information comes in.

  4. Step 04

    Share the result

Export zones and sectors as GeoJSON for briefing, display or alerting systems.

FAQ

Emergency and public safety questions

Can vectorstream divide a search area into sectors?
Yes. vectorstream's split tool divides a search area along straight lines between its corners, and the resulting sectors share their borders, so no strip lies between them.
Can a cordon be drawn as a circle?
vectorstream has a circle tool for drawing a circular area around a point, for example a first cordon around an incident location.
Is vectorstream a dispatch or alerting system?
No. vectorstream is a map editing component. Dispatch, alerting and incident records stay in dedicated systems, which can receive zones from vectorstream as GeoJSON.
Which map libraries can incident maps use with vectorstream?
Incident and planning maps built on Leaflet, OpenLayers or MapLibre GL can use vectorstream, because one editing core sits behind all three adapters.
What happens if a zone is edited by mistake?
Undo in vectorstream restores the exact previous state of the zone and of every neighbouring zone that the edit touched.
